Job Description:
Duties--- In this position you will serve as a Management
Analyst located at Dugway Proving Ground, Dugway, Utah.--- In this
position the selectee will provide statistical information and
analyses to assist the command to make calculated facility
utilization and manning decisions.--- Plans and conducts manpower
studies and surveysReviews outputs of staffing models and workload
forecasts.--- Determines the impact on manpower requirements of
such actions as activation, inactivation, phase outs, movements,
and reorganizations.--- Preforms Table of Distributions and
Allowances (TDA) MaintenanceRequirements Conditions of
Employment--- Appointment may be subject to a suitability or
fitness determination, as determined by a completed background
investigation.--- This position requires the incumbent be able to
obtain and maintain a determination of eligibility for a Secret
security clearance or access for the duration of employment.---
This position has a Temporary Duty (TDY) or business travel

work performed at the next lower grade/level position in the
federal service (GS-09)OR Education: Ph.D or equivalent doctoral
degree or 3 full years of progressively higher level graduate
education leading to such a degree in a field which demonstrates
the knowledge, skills, and abilities necessary to perform the work
of the position, such as business or management(Note: You must
attach a copy of your transcripts.) OR Combination of Education and
Experience: A combination of education and experience may be used
to qualify for this position as long as the computed percentage of
the requirements is at least 100%To compute the percentage of the
requirements, divide your total months of experience by 12Then
divide the total number of completed graduate semester hours (or
equivalent) beyond the second year (total graduate semester hours
minus 36) by 18Add the two percentagesGS-12 Specialized Experience
SPECIALIZED EXPERIENCE: One year of specialized experience
includes: (1) Develops methodologies for predicting future manpower
requirements; (2) Analyzes information gathered to detect
deficiencies such as: overlapping functions, duplication of effort,
inefficient management, and ineffective personnel use, AND (3)
Provides solutions to manpower issuesThis definition of specialized
experience is typical of work performed at the second lower
grade/level position in the federal service (GS-11)You will be
evaluated on the basis of your level of competency in the following
